Hi

Initially design your website and work it out in dreamweaver. This is practiced to reduce the size and downloading time. You can also do flash work if you interested. You can just give flash effects to the header alone. Then for programming i prefer PHP. Because PHP is really user friendly and it will be quite easy to achieve the task. To know more about this just visit the link below.

Use Macromedia Dreamweaver 8. Download the trial version from http://www.adobe.com/. And if you would like to learn HTML, CSS, etc. visit http://www.w3schools.com/.

And you can use a free web host to host your site. Visit http://www.free-webhosts.com/ to find a good one or go to http://www.freehostia.com and sign up. Thats a good free host. But I am sure that there are better free hosts by now. :D
I can...But I charge $600 bucks for a 5 page website. $45 each additional page plus $45 per hour for graphics work and page modifications after they are done. Let me know if I can help.

The Syko Ward
Download a decent but basic editor NVU comes to mind.

Get a basic idea of what you want the web site to look like. Spend some time on the web looking at sites that may have bits a pieces that you want in your own site. When you find them, Right Click on the page and select View Source.

Copy the code to a text file and then import it into your page.

Start out with simple style pages to get a feel for the code.

I use DEVGURU.COM and W3.ORG for references
